I have a record of experienced service. I am completing four years in leadership on the Laguna Woods Village United Board, representing about 9,000 residents. Our 2026 operating budget exceeds $65 million, with $15 million in reserves.  The city of Laguna Woods operates on a budget of about $10 million plus $3 million in targeted revenues.  I’m skilled at setting and managing large budgets.

What will I work to accomplish?

I will use my four years of LWV Board leadership, 30 years of government experience and master’s in public administration, MPA, to give back to Laguna Woods through accountable action.

• Strengthen collaboration between Laguna Woods Village Boards and the City on fire safety, insurance costs, street lighting, water and other shared responsibilities.
• Use new cannabis tax revenue to maintain and expand services, including subsidized transportation, park improvements and programs for seniors and residents with low incomes.
• Work with partners to accelerate construction of a new fire station near El Toro Road and Moulton Parkway.
• Maintain golf cart paths and improve traffic signal timing and performance.
• Make pet walking safer through responsible coyote management, wildlife-control contracts, and funding for a small dog park.
• Advocate tirelessly to protect residents’ federal, state, ad county safety-net programs.

Experienced Leadership

Laguna Woods has a distinctive city structure. Most residents live in Laguna Woods Village, a large senior community that is home to about 18,000 of the city’s 20,000 residents. A smaller number of residents and several businesses are located outside the Village.

1. Although the city does not manage the Village’s water, sewer systems, or roads, it remains responsible for essential services, including fire protection with Orange County Fire Authority and law enforcement through a contract with the Sheriff’s Department. These services are especially important in a senior community.
2. As a contract city, Laguna Woods provides core municipal services across its four-square-mile area, including: public infrastructure, land use planning, code enforcement, and public safety coordination.
3. Laguna Woods Village community boards manage about 90% of the city’s land and properties. This creates a unique relationship between our city government and Village governance.
4. I understand these distinctions and can help residents navigate both municipal and Village-related needs. With my background in public administration, budget oversight, and community service, I am prepared to continue giving back to Laguna Woods as a capable and effective City Council member while bridging city and Village needs.
